The Manchurian Candidate is a fiction, but the CIA had aimed to create sleepers who are capable of working for the covert operation while they do not know their involvement.
MKULTRA and other operations were done against innocent citizens over decades ago. How about now? We already have the sleepers in our society. They are used by the government agencies already.
Behavior modification of citizens are part of what they do. To understand how to create the sleepers, the one must know how we become robots to finish our daily routine with less conscious mind. This state is what they use for the mind control and to persuade the victims to act in favor of them. When you walk to a bus stop you take a bus to your work, you do not have to think too much where it is or which street you need to turn. This state of mind is what they use. Colin Wilson wrote about it often in his book when he compares the awaken state as "Faculty X." Nowadays, this "Fuculty X" is already controlled by them to give false inspirations for the mind-control.
Why citizens are powerless against such mind-control? That is because your government and local authorities are controlled by them. You know how elections are thrown out in the favor of certain groups. It just happens in the local level. And the local police and other organizations such as hospitals are part of what they have access. If you want to know more about citizens used for human experiments, just search it online. The ones who helps covert human experiments often praised and get away from their crimes, like the people involved in MKULTRA.
If we know how we are victimized by the covert operation, why cannot we share who works in the operation and how they involve in the covert operation? Anyway, they can get away from their crimes, so what is the problem we share how the government approved crimes against humanity? If more people know how the victims are chosen and how they suffer from their crimes, it actually helps others to be aware of the covert operations. It would be easy for them to keep the citizens asleep and use them as sleepers for the civil engineering and social control.

As a gang stalking target individual since my childhood, I can trace back to at least 1979 the use of mind control remote technology in Spain. I was then 14 years old, I was walking along the street with a schoolfriend, Enrique. He was a very calm boy but that they suddenly, with no explanation whatsover he took a stone from the sidewalk and threw it against the windows of a public building. This is just one of the anti-social behaviour cases that I have seen induced in an individual, and we are talking about 1979 in Spain. This means the American military intelligence was already using this mind control technology in European countries to create insurgency, terrorist and anti-social behaviours.

The main source of information for TIs precisely is the day after day disinformation spread by the System. Since many years ago the western secret services' main activity is disinforming population. They dont do any real traditional spying, they are sort of Disinformation Agencies.
