The United States Congressional record deals with the use of HAARP for penetrating the earth with signals bounced off of the ionosphere. These signals are used to look inside the planet to a depth of many kilometers in order to locate underground munitions, minerals and tunnels. The U.S. Senate set aside $15 million dollars in 1996 to develop this ability alone -- earth-penetrating-tomography. The problem is that the frequency needed for earth-penetrating radiation is within the frequency range most cited for disruption of human mental functions. It may also have profound effects on migration patterns of fish and wild animals which rely on an undisturbed energy field to find their routes.

The people with electornic harassments might be used as the guinea pigs to check the efficiency of the weapon. When RFID was implanted into the UFO abductees, their numbers were limited. There was no technology like RFID tags available. In a decade, companies create similar looking small devices for tracking purpose.
I think knowing the technologies and strategies that can cause what types of psychological problem can be useful. Think about this: what would you do if your doctor found out strange device implanted in your body a decade ago? If you had the knowledge telling you that is RFID and what it does, you could be away from being a test subject. It is not about UFO abductees. It could be MKULTRA or other form of covert research using civilians for test subject. The ones who are involve in such testing will tell you to be a good citizen not to complain what the government do. But it is your body, your mind, and your life!
Multiple personality disorder, schizophrenia, and other form of newly discovered mental disease might be explained by the strategies and technologies. This is something that psychologists and psychiatrists cannot do because they have no knowledge of high-tech weapons. They are primitive creatures believing all mental problems happens randomly to the individuals. If someone is drugged by the intelligence, these men would diagnose the patient as mentally ill by reading their bible, DSM-IV. It's nothing more than people trying to find all the reason of cause from the bible, or Koran, or other religious books. Some people who went through the covert PSYOP might be able to tell what can be capable to be done through PSYOP. Because of the strategies, the victim might be able to explain how someone is driven to get certain symptoms of a specific mental disorder. That's what is called reversed engineering in the computer field. And that means, if you know the strategies, you can stay away from getting the disorder because the countermeasures are given to you. Can any psychiatrist help to prevent people getting mental problem from such PSYOP? You know which side they are in. I am in the civilian side. I just quote the part of someone's famous word, "...of the people, by the people, for the people."
