Instant World Booking is a bad choice for reservation

I used Instant World Booking website for the reservation. It got many pansions, but the pansion owners did not know about the site. One pansion wrote to me that they don't have a room and I can get the refund. I paid 40€ but I got only 26.50€ part returned from the owner. The rest went to Instant World Booking. I don't know how the website is used and providing the pansions and hotels without a connection to those hotels and pansions.
